Additional Information
This issue is not reproducible for ArcGIS Pro 3.2 or 3.3 with ArcGIS Enterprise 11.2 or 11.3. Also, this issue is not reproducible with ArcGIS Pro 3.3 and ArcGIS Enterprise 11.1. This issue is reproducible with ArcGIS Pro 3.2 and ArcGIS Enterprise 11.1 after pausing work in ArcGIS Pro for a period of 200 seconds or more.
Workaround
Close and reopen ArcGIS Pro to make changes to other layers, one at a time.
