Bug
Merging polygons within the same data is twisted if the layer and the map frame's coordinate systems are one in a projected coordinate system and another in a geographic coordinate system, or vice versa in ArcGIS Pro.

Workaround
Project the layer to have the same coordinate system with the map frame, or set the map frame's coordinate system to be the same as the layer the user wants to merge.
