Additional Information

Visual Studio Express does not support custom Visual Studio Tools which include all of the menu items commonly available on the paid versions of Visual Studio (that ship with the DotNet SDK). If look closely, all of the SDK menu items are missing, not just 'Add ArcGIS Reference'. There are two options: - Add the references using the Standard Visual Studio 'Add References...' dialog. All the PIAs is under the 'Assemblies->Extensions' tab. - Uninstall Visual Studio Express. Install Visual Studio Community Edition 2013. Users may need to uninstall/reinstall the SDK. When you re-install the SDK the installer will show either the Express feature or the Professional/Premium/Ultimate feature on the setup Wizard. Click Next on whichever feature shows. It doesn't matter. Both setup features work with Community Edition (there is no Community install feature as such at 10.3.1). After SDK install you will see the missing custom menu items in Community.

Workaround

Follow the instructions below to add reference:Right click 'References' in Solution Explorer > Add reference > Assemblies > Extensions, and ArcObjects references are displayed.
