Members that are not Group Owners fail to publish to ArcGIS Enterprise groups when the 'Who can contribute content to the group?' field is set to the 'Only group owner and managers' option, even if the member is added as a group manager.

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
