Bug
Members cannot be invited to the organization when the inviting method is 'Invite members using an account of their choice' and the 'Select all' check box is checked for ArcGIS Pro add-on extensions if the add-ons are expired or there are 0 available to assign.

Additional Information
The 'Select all' option no longer selects expired or unavailable licenses when inviting members. However, if there is one expired ArcGIS Pro extension in the organization, either renew the extension or remove the expired license from all of the members in the organization.Workaround
Make sure the 'Select all' check box is unchecked and select the add-on licenses for ArcGIS Pro manually.
