Members assigned a custom Publisher or Administrator role in Portal for ArcGIS are unable to upload a CSV file when the System Publisher account is not present.

The development team has considered the issue and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.

Workaround

Recreate the System Publisher account by following these steps:

  1. Add a member from the user interface or API named system_publisher.
  2. Set the password.
  3. Set the user role as Publisher.
