This defect is resolved for version 11.1 in the Portal for ArcGIS 11.1 Sharing Patch. The patch is available from https://support.esri.com/en-us/patches-updates/2023/portal-for-arcgis-11-1-sharing-patch. Please clear the web browser’s cache after installing the patch. Several reports of the patch not resolving this defect were the result of the browser using the older, unpatched files. Once the browser cache was cleared, the software showed the corrected behavior.
As described in BUG-000158232, organization members who own or manage more than 29 viewOnly groups are unable to share content with groups through the ArcGIS Enterprise portal Content page or the item details page of an item. These viewOnly groups are groups that are configured to only allow the group owner and group manager(s) to contribute content. Portal for ArcGIS 11.1 Sharing Patch specifically addresses sharing content through the Content page and the item details page of items. The resolution does not address this issue when sharing web maps with groups through the Map Viewer. The defect to address the Map Viewer is logged as BUG-000164118 and is planned to be addressed for version 11.1 in a Portal for ArcGIS patch planned for Q1 2024. In the meantime, for inquiries about the Map Viewer, the workaround is to share Web Maps with groups. When owning or managing more than 29 viewOnly groups, use the Content page, the item details page of the Web Map, or the Map Viewer Classic.
