Description
Note:
This issue has been fixed in ArcGIS Desktop 9.3.
Labels and tick marks of a measured grid disappear along the bottom edge when 'clip to shape' is enabled.
The example below shows no labels or ticks along the bottom edge:

Cause
This known issue occurs when the 'clip to shape' option is enabled on the Data Frame Properties dialog box.
Workaround
Remove the 'clip to shape' option from the Data Frame Properties dialog box.
