Maximum sample size parameter for layer renderer is not persisted from map document to ArcGIS Server, thus dynamically generated renderers will fail to render over 10,000 (default value) features.

Additional Information

sample size does not get persisted in the msd (by design). Instead @10.2, an author can increase that size by modifying the map service configuration
