Masking works correctly in ArcGIS Pro, but when imported into ArcGIS Maps for Adobe Creative Cloud, masking is not applied.

The item is a clipping mask that gets dropped in the Adobe Illustrator Exchange (AIX) file. The text knockouts made in ArcGIS Pro are no longer valid after editing text. It is recommended to perform this in Adobe Illustrator unless it is known that no text updates are occurring.Workaround
Perform the masking technique in Adobe Illustrator using an opacity mask. It better serves users who are updating their text after opening it in Adobe Illustrator.
