Bug
Marker symbols do not honor size and spacing when continuing to rotate the data frame. The symbol doubles back when rotating the data frame, even when the option to rotate the marker symbol with the rotation of the data frame from the Advanced ArcMap settings is checked or unchecked.

Character marker symbols do not rotate at the center of the Points XY values. Rather, they rotate based on the center of the artwork within the glyph of the TrueType font. This is documented in the Knowledge Base technical article.Steps to Reproduce
