Additional Information

This is a known limitation of the output engine in ArcMap. ArcGIS Pro will support a table element which supports all the same formatting and this does work properly in output. As such, this is a known_limit in ArcMap, and is Fixed in the next release of ArcGIS Pro

Workaround

Workaround #11. Open the attribute table in Excel and format the spreadsheet. Copy the table in Excel and in ArcMap do Edit > paste special in Layout.2. Then that JPEG file can be converted to a PDF.
