Additional Information

Currently, there are no plans to address this issue in ArcMap. However, this issue is not reproducible using ArcGIS Pro 2.3. Though this version of ArcGIS Pro supports map clipping, it does not support an option to clip graticules and measured grids as well. Grids will automatically extent to the edge of the map frame. There are plans to provide an option to clip graticule and measured grids in a future release of ArcGIS Pro.
