Map Visualization and the 'Filter by records' capabilities are not available on the dataset pages if the data is shared from a group which does not have the Open Data capability enabled.

Workaround

  1. Navigate to the created ArcGIS Online Hub site group.
  2. Enable the Open Data option in the group (the Hub site Content and Hub site Followers) which is created using initiative.
  3. Enable the editing setting of the data shared on the Hub site.

Note: This functionality is not present in the older version of the Hub site.
