Map Viewer pop-ups do not display full string values from the Arcade attribute expressions unless the 'Field list' content option is included in the pop-up or if the Field pane is open.

The expression is missing Expects($feature, "*") at the top. The pop-up will work as expected.

Use Map Viewer Classic.
