This is a known limitation in the MV and is on our roadmap and not a bug. We don't have support for adding layers from file https://doc.arcgis.com/en/arcgis-online/reference/limitations-and-compatibility-mv.htmWorkaround
- Use Map Viewer Classic for the drag and drop function.
- Add the item from the computer when using Map Viewer.
