Additional Information

Map service transparency is not the same as the opacity property on the layer that is controlled with the ArcGIS API for JavaScript. If the transparency is set on the map service, the JavaScript API MapImageLayer still has the default value of 1. Refer to the following documentation: https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-MapImageLayer.html#opacity If the MapImageLayer.opacity is set, the actual opacity value of the sublayer is the value of MapImageLayer.opacity multiplied by the sublayer's opacity. Refer to the following documentation: https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-support-Sublayer.html#opacity
