Bug
Map services that use a mixed mode cache (JPEG and PNG) do not work in Version 9.3.1. They can be added into ArcMap without an error message, but the services don't draw. Probably the most common case where this comes up is the Light Grey Basemap, which was recently updated to use mixed mode and as a result no longer works in Version 9.3.1.
