Workaround
- Utilize Map Viewer Classic to configure pop-ups.
- Add the individual feature layers of the map service to Map Viewer.
- Publish as a hosted feature layer and manage the layer properties in Map Viewer.
- If pop-ups have already been enabled, reload the original service. Note that this will lose other configured settings.
