Workaround

Save the graph to a .grf before creating the map package. For Desktop, open the map package and Load the graph into the package. You will receive a warning message “One or more data sources for the loaded graph is not in the current map document. Would you like to load the graph and add the missing data to the current map?” Just click Yes, and the graph will load. The warning message is confusing too, as it doesn’t add anything to the map package .mxd, but it does work.
