Map packages and layer packages created in Version 10.0 SP1 cannot be opened in Version 10.0. If the layer is opened and map packages are created with ArcGIS 10.0 SP1 in Version 10.0, the following message is returned: "Error reading package contents."

To read a package created in Version 10.0 SP1 in Version 10.0, you need to upgrade to Version 10.0 SP1.The compression technology used by ArcGIS layer packages was upgraded in ArcGIS 10 SP1 to remove certain internationalization and size limitations (see When Packaging Map/Layer that has I18N characters in the Layer name fails with an error message on English OS, the intermediate files and folders are not cleaned up). As a known result of this fix the ArcGISFilehandler module that handles unpacking and opening of layer packages in 10 and 9.3.1 also needed to be upgraded to support the new compression technology, as well as the legacy compression mechanism. To use layer packages created in Version 10.0 SP1 in Version 10.0, users need to upgrade to Version 10.0 SP1. Users of Version 9.3.1 need to install the ArcGIS 9.3.1 Service Pack 2 Desktop Layer Packaging Patch.
