Bug

Map notes layers and other feature collections in web maps (like shapefiles) containing polygons are currently being handled as two separate feature classes when the web map is opened in ArcMap. One is called Outline and the other is called Fill. We should just be generating one feature class: making two layers is hard to understand and work with. One polygon in the web map should become one polygon in the map document.
