The issue is not reproducible in Map Viewer in the currently supported versions of ArcGIS Enterprise. If the issue persists in Map Viewer in supported versions of ArcGIS Enterprise, please contact Esri Support Services for further investigation.Workaround
Labels in the domain fields are visible when publishing a feature service from ArcMap. Refer to the following link for more information, https://supt0012823.esri.com/server/rest/services/labels_test_feature/FeatureServer.
