Additional Information

Shift of any map element on the exported PDF cannot be reproduced. When tested, the map element looks the same in Adobe Photoshop as in ArcGIS Pro, Adobe Acrobat, or Illustrator.

Workaround

Export layout to other format such as JPEG, PNG, TIFF, and so forth. orCreate a PDF via Share > Print > Layout.
