Workaround

Reason for this bug: In the esri.toolbars.Draw deactivate(), all handles to map event connections are disconnected, but not set to null. As a result, following the above workflow will manipulate the dojo event function linked list in a faulty way. Have set up a JSFiddle to show this effect: http://jsfiddle.net/idleWombat/7Q5pN/ Calling a dojo.disconnect on a connect handle twice without setting the handle to null, and if there are other connections added after the first disconnect, these additional connects will get lost. Solution: The solution is to set all the handles to null after the disconnects in the esri.toolbars.Draw deactivate().
