Major division tick on measured grid is displayed but not labeled when data frame is rotated at ArcGIS for Desktop 9.3 Service Pack 1; tick is not displayed on same map in ArcGIS for Desktop 9.1 Service Pack 2.

Reset data frame from 359 to 360.
