This issue is fixed in version 2.4.0 as noted by the issue. The users who run into this issue is encouraged to upgrade their systems to use ArcGIS API for Python version 2.4.0 and above.Workaround
Use the ArcGIS API for Python 2.4.0 to clone the web map.
