Location sync does not work when ArcGIS Workforce is running in the background on Android devices.

Workaround

Alternatively, to monitor workers in the field and be bound to use ArcGIS Workforce, ArcGIS Field Maps can be used for tracking. This does not allow ArcGIS Workforce to update the locations; rather, it is an alternative way to track field workers through ArcGIS Field Maps while ArcGIS Workforce is being used for assignments.

Furthermore, if the location is not needed at all times, manually update the location on the ArcGIS Workforce app by using the 'Sync Now' button.
