Loading imagery into a raster dataset takes significantly longer in an 'Oracle 19c' enterprise geodatabase compared to an 'Oracle 18c' geodatabase.

Workaround
Load the .tif files into the raster dataset in small groups at a time instead of all at once. However, this does not mitigate the poor performance as it only ensures no timeouts occur.
