Workaround

1. Calculate the historical field to equal 1 on either the polygons or the line feature class.2. Create the topology and load into the fabric.3. Open the fabric and navigate to the area where the new historic data was loaded. Right-click the fabric in the Table of Contents, go to Properties, click the History tab and click 'Show all parcels'.4. In the Parcel explorer window right-click in a blank area and select View Historic Parcels. Select the historic parcels in the map, right-click the parcels in the Parcel Explorer window and clear the historic option. Select the parcels again and toggle on Historic. This will set the points to equal 1 in the Historical field in the attribute table.
