Workaround
Right-click the project and select Properties. Select Java Build Path.On the Libraries tab, find ArcGIS Runtime Java Dependent jars. Expand it.Expand ArcGIS_Runtime_Java_jar.Select Javadoc location and Edit it.Use the Browse button to browse to the archive path that is already there.Click OK.The Javadoc should be linked to your project now.Steps to Reproduce
