Can not reproduce this at current 10.2 build.

Workaround

1. Use the Parcel Fabric Regenerate tool on the selected parcels.2. Split the staging line data into 2 point lines using either the COGO tool Split into COGO lines or the Split Lines at Vertices GP tool.
