Workaround
1) Right-click the legend > Convert to Graphics. 2) Right-click Ungroup, and manually move the legend items to the desired locations. 3) Insert a new legend. 4) On the first page of the Legend Wizard, select 'Set the number of columns in your legend' to the desired number of columns.Steps to Reproduce
