This issue is logged against the Map Viewer Classic (3.x JS SDK), which is now deprecated and is planned to be removed from software in the ArcGIS Enterprise 12.0 release. Refer to https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662 for the deprecation notice. The issue is not reproducible in Map Viewer (4.x JS SDK). Use Map Viewer for all the workflows.Workaround
Install the ArcGIS Enterprise portal for Map Viewer Beta.
