This issue is non-reproducible in ArcGIS Pro 3.2.Workaround
- Re-symbolize the mosaic after the project is re-opened (however, once the project is closed and reopened, the issue continues to occur).
- Re-create the mosaic datasets in ArcMap 10.7.1 or later, and republish the datasets as image services.
- Upgrade to ArcGIS Pro 3.1.x.
