Additional Information
If a web layer is overwritten, it may be necessary to remove and re-add the web layer to the web maps where it is used.

Workaround
In ArcGIS Pro, arrange layers in the Content pane according to the layers in the web map when it is originally published. Check the REST Services Directory to confirm.
