Layers fail to load in the Esri Map part of a report view if the report view resides in an IBM Cognos Navigator directory within a page.

EM4C does not officially support IBM Cognos Portal/portlet pages, so this is actually an enhancement request and not a bug fix. The host system (IBM Cognos) imposes some technical limitations which prevent us from fully supporting portal/portlet pages. In addition, portal pages are being deprecated by IBM Cognos (Cognos Analytics v11 does not support the creation of new portal pages - see section 5.2 of the document on this link http://www-01.ibm.com/support/docview.wss?uid=swg21976619 ). A workaround in Cognos 10.2.2 is to create a tabbed report instead. Based on the above reasons, Dev cannot commit to implementing this enhancement in our next release.Steps to Reproduce
