Layers do not show on the first load with the console error message, "Cannot read property '1' of undefined" is returned with multiple FeatureLayers and/or GeoJSONLayer that have the labelingInfo and minScale setup.

This issue is tested with the soon-to-be-released ArcGIS API for JavaScript 4.13 and is no longer reproducible.

Workaround

Use ArcGIS API for JavaScript 4.11.
