Additional Information
This is a known limit of the ArcGIS Vector Tile Style Editor (VTSE) in older versions of ArcGIS Enterprise VTSE. From ArcGIS Enterprise 10.9 onward, this issue is fixed.Workaround
Avoid applying layers with the same data source.
