Additional Information
It is recommended to move to ArcGIS Pro. The issue is not reproducible in the newer releases of ArcGIS Pro.
Workaround
To assign unique, sequential layer IDs in ArcMap:
- In the Contents pane, right-click the name of the data frame and select Properties.
- In the Data Frame Properties dialog box, click General and enable the Allow assignment of unique numeric IDs for map service publishing option.
