Additional Information

This is a duplicate of BUG-000129385. The datum transformation set when publishing a hosted feature layer from ArcGIS Pro to Portal for ArcGIS 10.8 causes the layer to fail to draw in Portal for ArcGIS Map Viewer.

Workaround

Adding a basemap in Greek Grid to Map Viewer draws the layer correctly.
