The issue is non-reproducible.Workaround
- Use other web browsers, for example, Mozilla Firefox and Microsoft Edge.
- Copy and paste the URL from Google Chrome into a new window or tab.
- Change Google Chrome settings to download PDFs instead of opening new tabs.
