Latitude in PDF exported with 'Export Map Georeference information' is always inaccurate (e.g., off by 64m) if the data frame coordinate system is not either WGS 1984 or NAD 83. It looks to be using a different measurement for the spheroid and is not pulling the measurement from the projection engine.

Workaround

Set data frame coordinate system to either WGS 1984 or if the map is within the United States, alternatively use NAD 83.
