Large utility networks encounter the error message "Error 003644: The SQL Server Database Engine cannot obtain a lock resource at this time" when disabling or enabling network topology.

Workaround

Increase the database server memory to 128 GB.

Enable lock escalation for the EIDMappings table. This allows the process to utilize the page and table level locks which uses less memory than the row level locks. For example:

ALTER TABLE [unowner].[UN_278_EIDMAPPINGS] SET (LOCK_ESCALATION = AUTO) 

Once the network topology is disabled, set the lock escalation setting to Disable: 

ALTER TABLE [unowner].[UN_278_EIDMAPPINGS] SET (LOCK_ESCALATION = DISABLE) 

Perform this process again when enabling topology.
