This issue is no longer reproducible in the June 2023 release of ArcGIS Online. If experiencing the described behavior, please reach out to Esri Support Services for continued investigation.Workaround
Create a replica of the data through the REST endpoint as an SQLite. Add {"1":{"queryOption":"all"}} in the 'LayerQueries' section to return all records from the standalone table.
