This is not reproducible in ArcGIS Maps for Adobe 3.1 and ArcGIS Pro 2.9. It is recommended to update the software to resolve the issue.Workaround
- Convert labels to annotations.
- Convert to another format (PDF, PNG).
- Use a different label placement (Example: offset straight).
