Additional Information
This is a known issue commonly seen with label placement along contours, as the line geometry is pretty complex. For small scales, it is usually a good idea to generalize the contours as a preprocessing step. This allows better label placement at those scales.
Also, offset labels in vector tiles can result in overlapping characters, leading to labels disappearing.
Furthermore, vector tiles label lines differently than Maplex, so expect some differences in placement. Use 'Contour placement' for contour labels, as results tend to be more similar than 'Regular placement'.
Workaround
Generalize the contours at smaller scales. Try placing labels on the line rather than offset if possible.
