Workaround
If the source data containing the envelope coordinates are named Min_X, Min_Y, Max_X, and Max_Y, accept the default column mappings even though they don't match the direction labels on the left. Otherwise, ignore the actual labels and specify the columns in the dropdown lists in the following order from top to bottom: West, South, East, North. The envelopes associated with the gazetteer places will be loaded correctly.Steps to Reproduce
