Additional Information
In ArcGIS API for JavaScript 4.17, optimizations have been made to algorithms for label deconfliction along tile boundaries. The label collision algorithms are updated to honor the 'text-allow-overlap' parameter. Refer to the following link for more information, https://developers.arcgis.com/javascript/latest/4.17/#vectortilelayer-updates. The 'text-allow-overlap' parameter is currently set to true for all labels (symbol text style layers). This must be set to false. It is recommended to make the change to the style which can be found at the following link, https://geoservices.un.org/arcgis/rest/services/hosted/ClearMap_WebTopo/VectorTileServer/resources/styles/root.json.Steps to Reproduce
