Labels for features which are hidden by a mask layer are still visible when the mask layer is turned on in ArcGIS Pro.

Additional Information
Masking is not meant to block off large areas. The masks do not stop feature draw, they just mask it graphically.Workaround
- Use annotations instead.
- Use a definition query or a selection layer to only draw the features desired.
